The concentration question, not the ledger question
Our chokepoint commodities research ledger answered the stock question: what physical inputs does the economy assume will always be available — and where is supply thin? Twenty mine, midstream, and export stages; China leading twelve; gallium refining near 98%. The MCS 2026 update and Q3 midstream scoreboard then answered what moved when newer vintages restated shares. This companion asks a different meter: how concentrated is the system at the top of the distribution?
Not “is cobalt important?” — desks already know that. The question is Top-1 / Top-3 / HHI: how much of each stage sits in one capital, how often three capitals clear most of the world, and whether midstream processing is systematically tighter than the pit. Read the table as a family of market shares, not one slogan. Eight stages where a single country holds at least seven-tenths of world output is already a thin system. Thirteen stages where the top three clear 85%+ means the “rest of world” is often a residual, not a competitive fringe. Fourteen-plus stages in the antitrust-high HHI band (≥2,500 on country shares) says the concentration is not just a gallium anecdote — it is the median texture of the ledger.
China’s 12 of 20 Top-1 seats are the geography punchline, but they are not the only punchline. Congo leads cobalt mine (74%), South Africa leads platinum (71%), Indonesia leads nickel (50%), Australia leads lithium mine (37%), Chile leads copper mine (23%), Morocco leads phosphate fertilizer exports (28%), and the United States leads helium (40%). Concentration is multi-polar at the identity of leaders and still extreme at the share those leaders hold.
Lorenz mass: the top of the distribution is heavy
Toggle Lorenz. Commodities ranked by Top-1 share show a cumulative “concentration mass” that rises far above the equal-split line. Gallium (98%), graphite anode (90%), rare-earth separation (90%), and tungsten (83%) sit at the left of the curve; copper mine (23%) and phosphate fertilizer exports (28%) sit at the plural right. The analytical claim is simple: a handful of stages contribute a disproportionate share of total Top-1 mass across the twenty-row ledger. That is why a policy conversation that averages “critical minerals” into one index understates tail risk — the mean is not the choke.
The equal line is the counterfactual of identical Top-1 shares. Reality bows the other way. Midstream processing stages (anode, separation, refined gallium/cobalt) occupy the steep early segment; several mine stages with more plural pits occupy the flatter tail. Desks that only quote mine tons will miss where the Lorenz curve actually breaks.
Mine versus midstream: the stage flip is the chokepoint

Three of five families flip the leading country between mine and midstream. Cobalt is the textbook: ore in Congo, metal and chemicals in China. Lithium is more plural at the pit (Australia + Chile + China) and still China-majority in chemicals. Copper looks “diversified” on mine Top-1 (23% Chile) until refining (44% China) re-concentrates the metal. Graphite and rare earths do not flip leaders — they tighten an already China-led chain from ore into anode or separated oxide.
Median Top-1 on mine stages sits near 50%; median Top-1 on midstream stages sits near 76% on this ledger. That gap is the physical answer to “where is supply thin?” Often not only at the hole in the ground, but at the plant that turns concentrate into battery- or chip-grade material. Who holds the Top-1 seats
Open Producers. China holds 12 Top-1 seats with an average Top-1 share near the high sixties to seventies depending on the mix of extreme midstream rows. No other capital clears more than one or two seats on this twenty-stage board: DRC (cobalt mine), South Africa (platinum), Indonesia (nickel), Australia (lithium mine), Chile (copper mine), Morocco (phosphate fert exports), United States (helium), Russia (palladium).
That distribution matters for diversification rhetoric. Adding a second mine in a friendly jurisdiction does not automatically create a second processor. The producer scoreboard counts who sits at the top of each stage, not who has announced a feasibility study. Average Top-1 share among China’s seats is high because several of those seats are midstream monopolies (gallium, anode, REE separation), not just large mines.
Sector exposure: batteries and magnets sit on the thin end
The sector panel ranks end-markets by median Top-1 of their linked commodities. Permanent magnets and batteries & EVs sit toward the top of the median ladder — rare-earth separation at 90%, graphite anode at 90%, cobalt refine at 76%, lithium chemicals at 65%. Semiconductors inherit gallium (98%) and germanium (60%) plus antimony and palladium exposures. Fertilizers / food look milder on rock Top-1 (41% China) until export licenses and Morocco’s processed-fertilizer corridor (28% Top-1, 67% Top-3) remind that food-system chokepoints are often trade policy, not geology. Structural metals span platinum’s extreme mine concentration and copper’s more plural pit.
Filter the ladder by Sector → Batteries or Semis to see how quickly the ranked bars turn rose (China-led) versus sky/amber (other leaders). The economy’s assumed-always-available inputs are not evenly distributed across use-cases; electrification and advanced chips lean hardest on the concentrated midstream.
Import reliance meets concentration
The Scatter view plots Top-1 share against USGS US net import reliance. Upper-right is the stress quadrant: high single-country control and high US import exposure. Gallium, graphite anode, and natural graphite cluster near 100% US reliance with Top-1 above 79%. Rare-earth mine/separation and cobalt sit in the high-high band with reliance in the 76–80% range. Helium is the opposite corner — US-led production, near-zero net import reliance — still a chokepoint for other buyers when Qatar and Algeria fill the Top-3. Copper mine sits mid-reliance with low Top-1; copper refine moves right on concentration without fixing US reliance.
Bubble size tracks √HHI. Extreme HHI points (gallium ~9,600, anode/REE separate ~8,200) dominate the visual weight even when the scatter is busy. That is intentional: Herfindahl is the continuous cousin of the Top-1 headline, and it flags stages where a second- and third-place producer barely dilutes power.
What “thin supply” means in practice
Concentration is not the same as shortage. A 98% Top-1 share can coexist with adequate tons if the leader keeps shipping. The risk the dashboard encodes is optionality: how many independent decision centers must say “yes” for the physical input to arrive. Eight stages above 70% Top-1 means eight places where a single capital’s export license, power rationing, or environmental shutdown can clear most of the market. Thirteen stages above 85% Top-3 means even a “diversified” buyer shortlist often collapses to three jurisdictions.
Policy desks sometimes answer concentration with stockpiles, friend-shoring mines, or recycling targets. Those tools address different parts of the curve. Stockpiles buy time on extreme Top-1 stages; new mines without midstream still leave the Lorenz midstream segment intact; recycling helps where scrap collection and refining exist at scale — weaker for specialty gases and some semiconductor metals. The concentration lens does not pick the instrument; it ranks where the instrument has to work.
Caveats
- Vintage: Headline shares follow USGS Mineral Commodity Summaries 2025 (2024e) for mine/refine rows; graphite-anode, lithium-chemical, and rare-earth-separation processing shares are IEA / secondary labels, not MCS mine tables.
- Rounding: USGS country and world totals are rounded; Top-1/Top-3 and derived HHI may not reconcile to 100% residual.
- HHI: Approximate on disclosed or estimated country shares plus residuala visualization index, not a filed antitrust exhibit.
- Stage definitions: “Midstream” bundles refining, chemicals, anode, and separationdifferent plants, similar concentration logic.
- US reliance: USGS net import reliance can be 100 even when some domestic capacity exists (graphical and definitional conventions in MCS chapters).
- Not a price forecast: Concentration raises interruption option value; it does not by itself predict the next cobalt or copper print.

Methodology
Top-1 and Top-3 shares are computed from USGS MCS 2025 country and world totals (2024e) where published, with IEA Global Critical Minerals Outlook 2025 used for labeled processing stages. HHI is derived from country share vectors used in the research ledger. Median Top-1/Top-3 are medians across the twenty stages in the concentration data module. Producer seat counts assign each stage to its Top-1 ISO. Sector medians include a commodity in every sector tag it carries (batteries, semiconductors, magnets, fertilizers, industrial gases, structural). Lorenz cumulative mass normalizes the sum of Top-1 shares so the curve reaches 100% at rank 20. Stage-split deltas are arithmetic midstream Top-1 minus mine Top-1 for graphite, rare earths, cobalt, lithium, and copper.
Bottom line
The chokepoint commodity system is concentrated at the top of the distribution: median Top-1 65%, 8 of 20 stages above 70% Top-1, 13 of 20 above 85% Top-3, and China in 12 Top-1 seats — with gallium refined at 98% as the extreme. Midstream medians run hotter than mine medians; cobalt, lithium, and copper flip leaders between pit and plant.
